Innovation (EAI) International Conference on e-Infrastructure and e-Services for
Developing Countries (AFRICOMM 2017) held in Lagos, Nigeria, during December
11–12, 2017. AFRICOMM 2017 provided a unique opportunity for researchers, policy
makers, and practitioners in ICT to engage in intellectual discourse and showcase their
research output, work, innovations, and on-the-field experiences in advancing ICT
deployment and usage in developing countries with emphasis on e-Governance,
e-Infrastructure, and e-Business.
The AFRICOMM 2017 technical program, which included 19 full papers, 12 short
papers, and 5 workshop papers, was carefully put together to create a formidable
experience for the participants. The technical papers were presented in eight sessions:
e-Government; Network and Load Management; Digital Inclusion; Knowledge
Extraction, Representation and Sharing; Networks and Communications; ICT Applications
for Development, Decision Support; and e-Business and e-Services. Aside from
the high-quality technical presentations, AFRICOMM 2017 also featured a very
enlightening and thought-provoking keynote speech delivered by Dr. Ekwow
Spio-Garbrah (Ghana’s former Minister for Communications) and a roundtable session
involving ICT experts and policy makers from the industry, government, and academia.
An international workshop on Internet Measurements Research in Africa (IMRA) was
also organized to facilitate discussions on mechanisms and challenges of measuring
Africa’s Internet topology.
