The emphasis on love shows that Deuteronomy calls particularly for Israel to love God as indeed God loves Israel. The theme of Israel's "turring away” from God is approached by careful studies of the words used to describe how Israel is called upon to "seek” God in Deuteronomy and the prophets.
The laws concerning the theocratic authorities is done by careful studies of Deut. 17:14-20; 16:18-20; and 18:9- 22. In these instances the study is not so much a comparison with the prophets as of the laws concerning the kings and the prophets.
This is a useful and necessary work. It is flawed by the same assumption that has dominated Old Testament study of these subjects for a century and more: that is, the assumption that the prophets preceded Deuteronomy. This should not be taken for granted. Even in their literary forms, there is evidence that the books of the prophets were published and read widely after Deuteronomy was widely distributed and read. So the whole issue needs to be thought through without assuming precedence. The relation of the two must be studied carefully in any case.
