The history of Anglo-Chinese relations in the turbulent pre-war decade of the 1930’s provides some compelling insights into these persistent prob¬ lems. Through government sponsored negotiations for tied loans, by at¬ tempts to create multinational corporations, by providing financial and political advisers to the Chinese government, as well as by maintaining a long established naval-military presence in the area, certain British policy¬ makers hoped to check the discontents underlying Chinese nationalism and blunt the thrust of a rival Japanese imperialism. These efforts by the British imperial government to help private British venture capital in China proved unsuccessful in the long run. The heyday of British hegemony in world affairs had passed. But British leaders, with Neville Chamberlain as chancellor of the Exchequer and later as prime minister at their head, were prepared to take considerable risks and apparently never gave up trying to make gains in China as long as even the slightest hope for success existed.
